The old structure from the restaurant is the naval base / castle / fortress which was built in 1496, though the strategic foundation dates back to the third and fourth centuries B.C.! 
The low design meant that as ships rounded land, they were not aware of the awaiting defense set to bombard them (the canons inside are interesting too).

Taranto was also a key battle site in the beginning of ww2 and the British launched the first all aircraft ship to ship battle in history here,

It's interesting to see how people adapt and just go about their day to day lives walking across the bridge next to such a historic site.

Unfortunately, one of the world's worst polluters, ILVA (steel), alongside rampant government corruption has significantly damaged this small city, and it's largely a place where the residents seem to have given up. You can see what has happened with ILVA via Google, it's an absolute disgrace, suffice it to say birth defects / disease for long time residents is escalated, and the city is mostly in disarray.
