Yep it's probably due to Canon's ES still being limited to 12 bit read-out. It's common in all R bodies.

I thought the original EOS R gives 14 bits in ES. It certainly gives 30 second exposures in ES rather than the ½ second maximum of the R5/6.

I could test this if I had some additional R3 test images.
