Source of flare?
2

So it’s beginning to look like this is some form of flare.  Maybe filter related (haven’t heard back from OP regarding testing with/without).  It’s weird that it’s always in the centre, as lens flare tends to move around when you move the lens in relation to the light source, which is why reflections between the filter and front element seems more likely than flare from a light source.

However I have one other suggestion - the lens hood has a window (for rotating a CPL filter).  This has a 50% chance of being at the top, which can be a nuisance if it’s raining!  If it’s at the top and open, and the sun is high overhead - as it may be in Africa - could sun shining through the window possibly cause the flare?
