Budget is limited, so probably not to many options out there...

Thrift Stores / Charity Shops.

Picked up a carbon fiber tripod for US $6 (normally sells on Ebay for around $55) ata Goodwill.

Picked up a l"medium" weight aluminum tripod for $3.99

Both in perfect condition with complete accessories.

Otherwise, Craigslist / Garage sales.

By the way: People will tell you that "a good tripod will last a lifetime."

True, but before you spend all that money on a good tripod, make sure you want to carry it around "for a lifetime."

And I will add that just because the tripod itself will last a lifetime, doesn't mean the manufacturer will keep making replacement knobs and latches when you lose or break one. My Manfrotto tripods all have Jerry-rigged latches and knobs on them because the parts aren't available anymore (even through the companies that sell Manfrotto replacement parts here in the USA).
