Z6ii - external power from USB

This question has been asked loads of times but I can't find an easy to understand answer. Or one that makes sense.

Can I power the Z6ii from the USB-C port or not?

I can clearly CHARGE the battery in the camera when the camera is turned off. Any of my power blocks and USB charging cables make the orange light on the side come on and the battery will get charged.

But if I turn the camera on, the orange light goes out. A little power symbol shows on the top display, but the battery just runs down as normal and eventually the camera shuts down.

My best battery is this one, which I use for powering various timelapse rotators:

"Anker Power Bank, 325 Portable Charger (PowerCore Essential 20K) 20000mAh Battery Pack with High-Speed PowerIQ Technology for iPhone, Samsung Galaxy, and More"

But even this won't power the camera.

Has anyone solved this or has a clear answer?

BTW - I HAVE enabled 'USB power delivery'.
