stacking for noise reduction and/or reduction of motion blur

Hi,

today i have been at the museum taking some pictures. Although photography was allowed the usage of flash or tripods were forebidden.

i had my fuji x100v with me and was constantly struggling with keeping the image noise low and the exposure ok. (f2 - f4, 1/60s, 3200iso)

Would it has been possible to take a series of pictures and stack them afterwards to get a better (less noise) image?

how many images would i have to take - double for every stop less iso?

i think i have read that smartphone cameras do something like that. Is there a function in lightroom/photoshop which could do this?

i know this would only work for static scenes...
