Windows bug? (downsized .HEIF files)

It seems that when transferring heif files to windows they are automatically downsized to 1920*1280.

Fujifilm is stating in the manual that the heif files are a converted to heic when transferred directly (over cable) from the camera, but nothing about downsizing.

As long as the file is on the camera it is showing the full resolution (L 2:3, 7728*5152), but when dragged and dropped to the PC they downsize to 1920*1280.

I downloaded all the necessary codecs for windows (even paid 0.99 for the HEVC codec), it didn't help. PS and Bridge are opening only the downsized versions.

Am I missing something? How to get the full-sized heic files on the PC?
