Yes. Reducer shrink the image to have the same (a little narrower) fov than on a ff sensor.

TS lenses cover a larger image circle than ff (to allow shift) so you are save using a reducer in an apsc sensor.

Otherwise the 15mm laowa shift lens can be a choice but it's quite expensive, personally i will go for a manual 14/15/16 manual lenses from samyang or laowa and add a mechanical ts adapter for fuji. Would be cheaper and probably similar in final quality.

Laowa produce an interesting magic shift converter but only for sony bodies, that allow to use standard nikon or canon lenses as shift lenses on a sony body (it's an adapter with a reducer and shift capabilities)
