Another option is to buy a ff tilt shift lens (like the rokinon) and add a speed booster (viltrox produce one not too expensive) .

It's a focal reducer With a 0.7x enlargement, so field of view in your apsc camera will be similar to the same lens mounted on a ff camera.

But the most important aspects on ts lens are absence of distortion and great sharpeness, and adding a focal reducer probably you will lose both

At the end of the story,if you need a ts solution now, it's better to go ff, or if you already have standard ff lenses with the right Focal length, adapt them with a mechanical ts adapter to an apsc body

Hmmm...wouldn't the speed booster 'shrink' the image circle and thus creating issues in being able to shift the image circle across the center (especially horizontally)...? Probably better to go with a Medium Format lens in that case to avoid any issue.

Since you're putting a FF tilt-shift lens on the speed booster, the image circle is already wider than a regular FF lens - it should be wide enough that the speed booster doesn't introduce issues with light fall-off.

I would be more worried about the speed booster reducing image quality. Especially on wide angle lenses, and especially with the Viltrox speed booster, from what people say. (I have the Metabones speed booster myself but it is quite expensive).
