Strange banding showing in Flickr for Topaz-processed images

Hi,

Basic facts first, then questions--totally baflled by this so please help!

Facts:

- I have an 8K Dell monitor that is pre-calibrated and is considered excellent.

- My camera is D850, in this instance, with 300mm f2.8 VR II plus 1.7 II (the latter should not make a difference).

- I export from either Nikon NX or latest Camera Raw 15 and either upload as-is to Flickr or process with the latest Topaz DeNoise.

- JPEG's are produced with maximum quality in both cases.

- When opening photos locally in Windows Photos, _both_ directly exported and Topaz-processed photos look good, with colours smooth and no banding.

- Uploading to Flickr, I can see that the image that is not Topaz-processed still looks fine, with no colour banding. However, the Topaz-processed image exhibits circular colour banding both in Chrome and Firefox.

- GPU hardware acceleration is disabled in both browsers.

Questions:

- Why do I see circular colour banding in the Topaz processed photo?

- Does anyone/everyone see the same--see the links below?

- Has anyone had any experience with such thing before?
