In versions of macOS before Ventura, you can go into a drive's Get Info window, and choose to "Ignore ownership on this volume."  Apple's online user manual only goes back to High Sierra, but I believe things were this way since Mac OS X 10.0.

I read elsewhere that the checkbox doesn't appear for Time Machine backup drives.  I'm also not sure if it applies to volumes using formats other than HFS+ or APFS.  (If exFAT doesn't support permissions at all, a Get Info checkbox would be redundant.)
