Low light lens 1.4, 1.7 or 1.8 difference

Not much.

Low light outdoors with snow everywhere is not that dark, especially close to city lights. F1.8 should be enough.

Well that depends entirely in what part of Finland OP is travelling. I can easily see december Helsinki being filled with wet slush and dark grey mist everywhere.

In lapland though, it should be decent but daylight is limited. In Kittilä(popular place called Levi is there) there is only 5 hours of daylight at all currently.
