1. The figure in ppi is utterly irrelevant in terms of the image itself which is only defined by the number of pixels.  The image can be printed at any ppi you choose, which will determine the size of the print.

2.  Sounds like the client has no, or limited, understanding of digital imaging.  I suspect they mean that they have a certain size output in mind, and the image must meet or exceed an output resolution of 300 ppi.  As long as it does, it will be fine.  If they want to specify an exact size, then you could resample to 300 ppi for that exact size.  But that would leave them no opportunity to crop for example.  The client has probably heard or read somewhere that “300 ppi is necessary for a good quality image” without any context.
