Bilinear has become a preferred downscaling algorithm for me, because it does not play with the sharpening, as does Bicubic.  After I get done downscaling, I can then apply the sharpening I want, in the amount and type that I prefer.

Another good algorithm is "Nearest Neighbor" or merely "nearest".  But this one works best if you downscale to 1/2 of the linear dimensions, so it combines 4 adjacent pixels into one.  Downside of this is that a 24mp image becomes 6mp, and so on.

Faststone Viewer (a freeware tool) is available that has a number of scaling options.  One can while away many happy hours comparing them.
