Not true in my experience. Often people are engrossed in what they’re doing, looking away, or surrounded by a throng of other people—and in all those cases I can carry a camera at shoulder height (which is eye level for many people!) without anyone paying any attention to it.

Well, ok, it is their backs though... you are not facing them.

I have others from the same day which are pretty much in people’s face, when I was, to them, just someone moving past them in a dense crowd carrying something in their hand.

I understand, but the shutter is not going to suddenly snap them out of their daydream in that scenario. A flash might... Listen, I am not new to street photography and I have used all types of cameras on the street from Leica M, to DSLRs, to Mirrorless and to Ricoh GR/Fuji X100. The shutter does not affect the photo because they do not hear it until after the photo is made. It may affect their reaction after the photo is taken.
