Not true in my experience. Often people are engrossed in what they’re doing, looking away, or surrounded by a throng of other people—and in all those cases I can carry a camera at shoulder height (which is eye level for many people!) without anyone paying any attention to it.

Example: hardly the greatest photo, but with the 16mm I was pretty close, to the point where I’m sure the mechanical shutter would have been noticed. I have others from the same day which are pretty much in people’s face, when I was, to them, just someone moving past them in a dense crowd carrying something in their hand.
