Please explain these spots on my X-T3 sensor

Hey guys,

For the life of me, I cannot explain what these spots are. Ever since I got my X-T3 (used with low shutter count) I've had these two annoying dark spots on my sensor. No amount of sensor cleaning (wet and dry) has removed them or made them move into another location. I performed at least a dozen cleanings on my sensor since I've had it and used different lenses to check for spots after my cleaning. Those two spots always appear and shatter my dreams of a "clean" sensor. I have a 7x loupe that I use to inspect the sensor and I cannot see these spots at all but I can see the other specks of dust that my images show afterward.

Is this some sort of issue from the factory or damage that occurred at some point? Please give me an answer so I can rest in piece. No, you will not convince me to get a X-T5 so I can stop worrying about this X-T3 

I've circled the despicable spots in red in the image below. Yes, they show up in my images when stopped down around f11.
