I don't think that any of Canon's cameras, except possibly the 1D series are weather-proof enough (reliably) to deliberately plan to use them in wet weather, and certainly not anything remotely "low-end".

Even the so-called "weather-resistant" 6D and xxD series DSLRs are not anything remotely resembling waterproof, and neither are the L series lenses.

They would be fine for the occasional light drizzle for a few moments, or a bit of light spray from a waterfall or wave (not light spray does not equal a full-on splash).

If you know that your gear is going to get wet, then a rain cover or even a "bag" type waterproof "enclosure" (think DicaPac) is probably the way to go.
