For what’s worth, I own an RP and R6, plus the RF 100-400mm. I also owned the EF 55-200mm IS STM. I find the RF lens superior all around; AF, IS, IQ and MFD are all improved. Of course, it’s substantially larger and costs more, but the lens is still lightweight (for its type) and accepts TCs. The R is a slow-ish camera with better AF and a bigger sensor, and can give you extra reach just via the crop mode. 12MP is still plenty for bird photos. So, I voted for it.

With all that said, you should probably invest in field craft, or maybe a feeder/bath to get closer to birds. Nothing beats being close when making bird photos. You’ll see an immediate return on that kind of investment.
