There is some difference in operation of the IS with the RF 100-500 and EF lenses like the 100-400 II. With the EF lens you can perfectly use mode 1 and 2 for panning, although mode 1 is actually meant for static and mode 2 for panning. The RF 100-500 is somewhat different. Mode 1 kicks the IS in quite agressively, often resulting in a sharper background than the panned subject when panning speed is moderate. Mode 2 is definitely the mode to use for panning. Switch off IS at higher shutter speeds. It adds little there and only helps draining the battery.

birds Mode 1 and birds in movement Mode 2?? Mode 3 has me confused.

I'm no fan of mode 3 and never use it, so can't comment on that.
