All the video modes on the R7 are compromised for arbitrarily extracting stills because they are motion-compressed (there is no ALL-I option), so some things may be very weakly rendered and in the wrong place in individual frames, relative to the rest of the frame. The IPB video does contain some single "I" frames, though, which are much like a JPEG, but only a small fraction of them would be I frames. If the subject matter is relatively still, then you might have better luck getting something that looks more like a JPEG.

RAW burst mode uses no motion compression, and is one easy way to package a short "movie" into one file, but RAW burst does not record for a very long period of time before the burst is ended.
