So a f/1.8 on a 1" sensor would still gather more light than a f/3.5 on an APS-C?

When I consider better in a photo, I first consider exposure (lightness or whatever we call it), clarity, detail, contrast, colors, etc. Noise performance and DR are not normally anything I will be worrying about as I seldom have much problem or concern with those things. I don't like noise in a photo, but seldom experience it in my photos, and probably would not recognize DR if it hit me in the face.
