I think the best altogether will be whichever suits your needs better for everything else but film simulations, then shooting raw and running the raw files through DxO Filmpack (which is fairly inexpensive, just make sure it can handle Fuji raw files).

If you want to do it in-camera - Fuji has (I believe) in-camera film simulations of Fuji films, while the Pen-F should have the "Color wheel" option in the camera, which allows you to do plenty of stuff.
