So a f/1.8 on a 1" sensor would still gather more light than a f/3.5 on an APS-C?

No. That's effectively what you said.

When you use the same f-number on FF as on APS-C, you put 2.25 times as much light on the sensor per unit of time. So, since

  1. you said that the amount of light you put on the sensor through the aperture determines your shutter and ISO, and 
  2. when you use the same f-number on different sensor sizes you put a different amount of light on the sensor per unit of time

you must be using a different shutter and ISO. Otherwise, the amount of light you put on the sensor through the aperture isn't determining your shutter and ISO.
