That seems immoderate.

If 20% of the input power is dissipated as heat, the PS is a piece of junk. That level of inefficiency indicates that all the components are the lowest grade available, so it certainly impacts longevity and input spike dissipation as well. There is no efficiency rating lower than 80% -- that tells you all you need to know.

There are (or at least were) lots of power supplies that are not 80+ rated. Some are around 70% efficient. Any 80+ rating is an improvement over none.
