How to reduce an unwanted "blurring" effect on image?

In this shot, you will notice a whitish "blurring" along the bottom 1/3 of the bird. This blurring appears to be due to a wind-blown twig that was in the way. Anyway, I'd like to know how you would blend in the blur on the bird so it doesn't show as much. The image I'm giving you is a direct conversion (in Faststone) of a RAW to a JPG (I'm too lazy to post the RAW, but if you would like, I can.) I do use Photoshop Elements 18 and Photolab 5 Elite, but as I don't do layers, please use a non-layering approach. Thanks.
