No, The M with Magic Lantern will not get you better video quality.  While Magic Lantern does improve quality over the stock capabilities, we are talking about a 10 year old camera, and the improvements generally come at the expense of usability; no AF, reduced recording times, extensive post processing requirements, etc.

Unless you need to use long telephoto lenses for your videos, 4k video from any recent smartphone will look far better than anything you can get from the EM10 II or EOS M.  Heck, it doesn't even need to be that recent of a smartphone.  Back when I had a Samsung Galaxy S5 (circa 2014), that smartphone was already producing better video quality.

If you do regularly need longer focal lengths, instead of an EOS M, I would suggest looking at something like the Panasonic ZS100, ZS200, or Sony RX100 VI or VII.  These cameras are great for general family videos, and again, the video quality will be much higher.

If you want to upgrade your video quality, look for something, literally almost anything, with 4k capabilities.
