I have a few of the GPU's marked in my wish list in B&H. In the past, I have seen some very good deals with gimbals and video tripods on their daily deal. As RTX GPU becomes more abundant, I expect that they will show up in the near future.
Maybe it would be best to double check your suspiscions on a forum dedicated to Premiere Pro users.
I am not really sure upgrading the GPU is going to be the best route for you.
It might be. Or you might get more bang for your buck with upgrading your CPU.

Someone in the Adobe PP forum suggested that I may not get any significant improvement at all because I am editing H.264 footages.

.the best bang-for-your-buck solution would possibly be to buy a one or two terrabyte SSD and either transcode to a more edit-friendly codec like ProRes or DNxHR, or create 1080p proxy files (again in a more edit-friendly codec). Of course, that means you will have to spend the time to transcode them first.
I usually try to transcode overnight if possible so it is slightly less inconvenient.
If you plan on doing a lot of effects or doing significant color grading then you MIGHT still have to upgrade your GPU (at least in Resolve you would, don't know for sure about Premiere Pro).
If you already have a large enough SSD to hold your transcoded footage / proxy files then you obviously won't have to buy a new one.
