Yes, with the same diagonal angle of view, so you don't crop one more than the other.

You can use FF equivalents to do a comparison.

3.5 x 1.5 = 5.25

3.5 x 1.6 = 5.6

1.8 x 2.7 = 4.86

There are some subtleties possible in how the small pixels on the 1" sensor accept the more oblique light at f/1.8; I don't know if this is an issue with current 20MP 1" sensors.
