So a f/1.8 on a 1" sensor would still gather more light than a f/3.5 on an APS-C?

assuming you are owning both systems,

the main question, is does your 1.8 work for you, if it does continue to work with that.

If it does not then use your aps-c sensor with the 3.5. If neither work then you want to try something else.

there will be other answers to try to figure out your question, but photography is about getting a result, so there are many factors besides focal length and sensor size that can play a part.
