Not in the sense being discussed.

Whilst higher contrast in a scene generally helps auto focus, the image effect under discussion is produced after auto focus has been completed.

The picture control setting is displayed in RAW files - viewed in Nikon software - and to some extent sometimes in other software.

Lightroom has its own selection of picture control equivalents that you can apply to images after importing.
