I have tested Affinity Photo, Zerene, and Helicon first before dicovery an excellent alternative.  Here are my ranking on the three above:

#1 Zerene
#2 a tie between Affinity and Helicon withm maybe a slight edge to Helicon.

Then I remembered that I have a copy ofPhotoshop Elements that I got free as a reward from DELL.  I very rarely use it, but I had added the cheapo augmenter Elements++ which uncovers many Easter eggs in PE.

Lo and behold, Elements++ makes Photoshop CC stacking available in Photoshop Elements.

I tested it out and it does an excellent job.  I have only tried up to100 layers.

Anywho, for $15 (Elements++) I have the stacker I need.  Here are two 100% crops:
