I don't own and haven't used the 55-200mm, but I have experienced the same or a similar issue to your first picture with my 18-150mm.

For whatever reason, it seems that the IS jumped during the exposure, and because of the readout speed of the electronic shutter, that movement caused a blur across a portion of the image.

I still use my 22mm and 32mm a lot more than my 18-150mm, so I can't say it's something I've notice happen again.
