Very interesting. I have not seen either of those with the lenses you mention or with other lenses.

The blurring in the sample you show looks to be sideways movement of the camera (or the lens IS) during the exposure. Your hypothesis might be right. Even at the fastest shutter speed, each 'line' is exposed at the expected shutter speed -- however 'readout' of all lines from top to bottom takes 1/20 - 1/40 of a second, so there was movement of some kind during that 'blur slice' in the middle.

The interlacing in the other shot looks like some post-processing artifact, you might see something like that with very aggressive de-noise, or sharpening, or downsampling, or upsampling. How was that image produced? Was it a raw or jpg image?
