I guess the second photo was made with exposure time < 1/4000? If yes, then it's a known phenomena, but hard to call it "normal". It should not be normal.

Regarding the first photo, I had some cases of more blur in one area of a photo than others when using a  EF-S 55-250mm, but not as severe as yours. And a smoother transition. And using mechanical shutter yields softer photos than with electronic shutter, so you need to be constantly choosing your poison.
