Most good landscape photography is on a tripod.

It should be totally possible to get sharp photos with the 22mm handheld if the shutter speed is 1/60 sec or more. It appears that shake is not even the issue here, but rather some sort of problem with the focusing motor in the lens. A tripod won't help if that's the case.
