The camera would have to be perfectly balanced in order to remain steady with the motors turned off. Generally speaking, the balance is not that good, especially when you consider all of the different orientations that the camera can be in. This is usually very apparent because when you turn the power off on a gimbal the camera will settle into a resting position.

Stepper motors will maintain position without power, as will many motors with high reduction ratio gear trains, but those are not the kind of motors used in gimbals.
