Why is chromatic aberration worse at high-contrast edges?

Why is chromatic aberration worse at high-contrast edges?

I understand the basics of chromatic aberration, but I don't understand why it's worse at high-contrast edges, such as dark tree branches against a bright sky.

Is it simply that CA is more noticeable (i.e., it's not actually worse) at high-contrast edges, or is it genuinely worse? If the latter, why is that?
