Question about Olympus E-M5 from a non-Olympus user

My friend has Olympus E-M5 with 12-50mm lens and 70-200mm lens. He finds that despite setting the camera to Aperture Priority mode (A), the camera doesn't seem to 'lock' the desired aperture. Instead it moves around. For example, the 12-50mm never seems to go down to f/3.5. I've had a look at it and I can't figure it out. I'm not an Olympus user. So what am I missing. Appreciate any pointers.
