You could send the lens to another non-warranty service center and ask then to check and potentially calibrate it.  The "spec" for a given lens may be surprisingly broad, allowing a lens you may not consider "sharp" to pass.  Without knowing exactly what the "spec" is and how Sony measures it, there's little room to argue.  Your other lenses may simply be on the high side of their specs while your 100-400 may be on the low side.  If you have distinctly different before and after images taken with the lens in question that clearly shows a change in image quality, then you can reasonably expect the lens to be restored to its former state.  Of course how much that might cost is another question.
