"Sharpness-Jumps" when starting/ending pans

Hello,

I noticed, that whenever I start panning, the sharpness drops visibly (when filming a static landscape; especially in 4K and high bitrates).

The reason seems pretty obvious: The moment the camera moves/pans, there is motion blur. It only happens when using NDs (and slow shutter), not with very high shutter speeds in well-lit conditions.

This effect is really disturbing IMO! Especially on a large (43'') 4K-monitor (not TV!).

Background: I'm still not sure, whether to use NDs or not (for scenic landscape videography in 30fps)... When doing some tests I stumbled upon the effect described above... I'm a bit confused, because I didn't find anybody else talking about this phenomenon on the net so far?!

This effect would be an argument against using NDs, wouldn't it?!?
