Not the same - the difference between 15mm and 18mm is significant. Well to me anyway and why most full frame zoom general zooms start at 24mm. YMMV

While I don't disagree about the utility of a 24mm equivalent, the OP can likely only afford one lens from the start and is coming from a camera with a 24-100mm equivalent range.  The 15-45mm with a 24-72mm equivalence would be a notably reduced range.  The 18-150mm has an equivalent range of 29-240mm which would offer significant advantages over their current 24-100mm.  Realistically, if 24m equivalence is a priority, the 11-22mm lens is a far better choice than the 15-45mm.
