Unless you're offering to buy the OP an extra lens, their plan is to just start with a kit lens.

Hence why I suggested the M50II and use the extra money to buy another lens or two. There's almost no point in buying the M6II with only the kit lens, unless one only wants to do wide angle landscapes.

you are right of course - stretching $1200 for three lenses is the way to go (see below) if $1200 is the max

$264 Sigma 30mm f/1.4 DC DN Contemporary Lens for Canon EF-M 302971 (bhphotovideo.com)

$929 Canon EOS M50 Mark II Mirrorless Camera with 15-45mm and (bhphotovideo.com)

Total: $1193

That would be a good setup. Much better than an M6II with only the 15-45.

I do think that getting to the M6ii level of capability is step #1, if at all possible. Especially now that new ones might become limited in supply. Then purchase other more capable lenses as budget allows.

I disagree. M6II won't make a noticeable improvement over the M50II for anything he shoots. You don't need 32MP and 14 FPS for family and travel photography. More and better lenses will.
