I'm understanding you don't have any interchangeable lenses. If that is the case, you should also evaluate options with Fuji, Sony, Nikon, Oly, etc.
M has been put in sort of a limbo state by the introduction of R7 and R10 and perhaps an R100 by next year
lenses make a body sing and should be a key consideration on what your vision of your roadmap is
lots of considerations, hard to say what I'd do under your framework
if you'd be happy with just one lens for two years I'd probably go with the R10 and RF18-150 kit and hope they develop more that you would want down the road
