that looks nasty - once fungus settles in, it requires professional help to control or replace the elements, even then, the return of the fungus is not guarantied.

so here is my suggestion: 1- call an authorized canon repair shop and see what they suggest, what alternatives exist (elements replacement, professionally cleaning the housing and so forth) - and whether it is worth going through all that trouble.

2- hope you had an agreement with the seller if none repairable issues exist, you can return the lens back to the owner and collect your money from him.

in my humble opinion, this lens has gone too far to bother fixing it. i wouldn't count on the give you good service.
