It's just a grip to make it easier to mount the lens.  No Canon made EF or EF-s lens has ever had a mechanical aperture ring.

Commlite, Fringer Techart and Viltrox (possibly others) all make £200-ish electronic mount adapters to put EF lenses onto Nikon Z.  They have to be electronic and translate the protocols in order to adjust the aperture.  The plus side of this is that every EF lens made in the last 35 years should AF on Z mount, even though Nikon AF and AF-D lenses won't.
