this part serves nothing in particular. normally on EF lenses the part of tubus closest to the mount has some sort  of ribbing to give safer grip while screwing the lens in/out of the mount. see a little comparison for 200/2.8 and 135/2 below

Many lenses have the ring (indicated) to adjust the F-stops manually....tho I have no idea if this is the case with this particular lens (or not). That's why I'm asking, since THAT would make a difference. Or perhaps I have to get an adapter that can do this via the camera (electronically).

Check my original post from the instruction manual and you'll see that that red arrow doesn't point to anything meaningful.
