Win 11Pro: "Installation program of EOS Utility Installer requires administrator privileges."

I'm using Windows 11 and a Canon R5.

I've just downloaded EOS Utility 3.15.10 for Windows from from https://www.usa.canon.com/internet/portal/us/home/support/details/cameras/eos-dslr-and-mirrorless-cameras/mirrorless/eos-r5?subtab=downloads-software . That results in a zip file containing euw3.15.10-installer.exe .

If I double-click it, I'm asked whether I really want to run it and say yes. I get an "Extracting Files..." dialog followed by "Installation program of EOS Utility Installer requires administrator privileges."

If I instead right-click and choose "Run as administrator," I input the admin password and hit yes. Just as before: I get an "Extracting Files..." dialog followed by "Installation program of EOS Utility Installer requires administrator privileges."

I googled and see a few others with similar problems but no solutions. E.g.: The suggestions here are well-meaning, but this error is not due to internet nor antivirus, I am certain.

This video purports to show how to install the software and takes baby-steps through the process, but assumes that simply clicking the file will result in the install starting, without any concern for administrator privilege.

Any ideas?
