Oly 150-400 image stabilization issue

Picked up this lens from the store today.

First tests left me puzzled:  when this lens is sharp, it is very sharp, but at 400mm, that seems to be the exception, not the rule. The view in the EVF is rather jerky. Taking shots one after the other, only a few are sharp, others are soft, and some are ridiculously off.  Tested this at 1/250s, which should not be much of a challenge.  IS is on, AF is on.

I am very used to handling lenses in this weight class. I have a Panasonic Leica 100-400 that shows the same behavior, but also an Oly 300mm that does not: the Oly is usually tack on, and the image in the EVF shows far less jerkiness than that of the 150-400 does.

Any ideas?  Is there a setting I am missing?  (Still new to MFT, coming from FF.)  Looks like I got a copy with a malfunctioning IS (?).
