Unable To Stop Down

[problem solved, I think. Had to set the f stop at first when lens was put on. Now seems fine.]

I have the Rokinon 16mm f/2 ED AS UMC CS lens. I was trying to take an astro photo, but when I tried to stop down the aperture, I got a message I needed to set it back to f/2. Seemed odd.

Is that what happens with some lenses? Was this a fluke? (I don't have access to the camera right now).
